my htc desire 626 recently stopped offering an on screen keyboard for all apps. I tried downloading foxfire and the same the . I can only use voice input. Is this a google issue or an HTC issue? There are some websites that only offer text input, so my phone is virtually useless.

Did you change anything before this happened? Especially uninstall or disable any apps?
It's almost certainly a "your phone" issue rather than a Google one or a HTC one, but just knowing that something doesn't work is rarely enough to diagnose the cause of it. What app is providing the voice input? What happens if you manually change your default keyboard app? What happens if you clear the cache of your keyboard app, or clear its data? If you uninstall all updates to the built-in keyboard? Are you having any other problems (e.g. failing to recognise touches in some places)?
I suspect that a factory reset will fix this, but it would be better if we could figure out a less radical solution.

Full story: after the OP i began having issues with a pop up requiring me to log into or create a keeper account.whenever I entered a field that requires text input. Keeper is an app that came preloaded on the phone that stores passwords. I have never used it. I went into apps and selected uninstall. It actually uninstalled updates and reversed the app to its factory version. I then went into app settings and disabled keeper. No idea how the two are related.

Well I'm glad it's resolved 
It sounds like that "Keeper" app might have been misbehaving and intercepting any test input requests, though why it wasn't letting you know that it was doing this (like popping up itself) I don't know. Not having heard of it I would never have managed to guess that one

Ultimately keeper did pop up and tell me I needed to register, which is why I knew to look there. Not sure what good Keeper does, since Android saves my passwords automatically. I suspect Keeper app updated and the update is what broke the phone. Is there a way to control what updates are accepted? i get updates regularly and never get an option to decline, so I suspect the update will re-push soon. Hopefully disabling the app under settings->apps will solve the problem permanently. Thanks for your reply.
You can just turn off automatic updates in the Play Store app. I have never allowed it on any of my devices.
You will be notified of app updates in/by the Play Store app. It just won't install them until you tell it to.
