Are you able to change the settings on a HTC Desire C from 3G to 2G?

Yes you can restrict data to 2G on almost al phones. In settings - mobile networks - network mode (or similar) there is an option to use GSM (2g) and/or WCDMA (3g). Turning off 3g should not affect phone (voice) reception but it should save quite a lot of battery.
