My HTC DESIRE Z automatically opens some apps and also I cannot operate the WI-FI. I flash the system using factory reset. What can I do to reinstall the OS.

Let me just note that "factory reset" does not flash the system - it merely erases user-installed apps, system app updates and clears settings to defaults. On an unrooted phone (where you cannot modify system software) that puts it back to its original state, but it won't undo any system modifications.
To reinstall you need a ROM Update Utility. These are specific to the region and network branding. If you ask in the forum gbiggie has linked, telling them this information about your phone, someone should be able to direct you to the one you need.
