htc locked too many attempts

Too many attempts at what? I'm going to assume you are referring to too many lockscreen attempts (e.g., invalid PIN entered). If the phone is yours, take it to your carrier's store. They can unlock it for you. Otherwise, your only recourse is to do a factory reset, which is invoked by doing a recovery boot. Research online for how to enter Recovery for your device (you didn't specify).
