If you have a WiFi connection available to use then the phone will use WiFi as long as the screen in on. If the phone is sitting idle and the screen goes blanc it will revert to the edge connection until you unlock it. It will then reconnect to the WiFi connection.
You can check what open or secure connections are available to use on WiFi by going to settings - Wireless controls - Wi-Fi Settings. You will see a list of available and remembered connections. The phone should always try to connect to remembered connections that are in range as long as you have Wi-Fi turned on, if you see a connection that does not have a lock on it you can tap on it and then select connect. If it has a lock you will have to supply the appropriate credentials to connect to it.
