my htc one crashed during an att upgrade and its basically a brick

If you were rooted or unlocked first, stop and tell me about it - and better to register so we can get you access to more help.
Otherwise, if you were stock and it was just a glitch that got you, that RUU ought to fix it right up.
Note - that's for AT&T HTC One (M7) from 2013 *only* - if you have a different One, stop and say ok.
