Is it possible for me to be able to download videos wether it be YouTube or other websites and save them to my phone? Also be able to send small video clips downloaded from the internet via text?

Download videos yes, send data via text no. That's impossible. Text messages can only contain alphanumeric characters, not videos or pictures. The pictures and videos that you see being sent on the Messaging App are MMS. They don't count against your text credits but to your data credits. You need to use MMS or actual email data.
