If I am not on WiFi I can not send emails. Is there a setting for this?

Make sure you have data enabled. Settings > More... > Mobile Networks > Data Enabled checked.
That should fix your problem. If not, may I suggest you join the forums using the link in my sig file and post in the HTC forums. We should be able to get you going.
