Can anyone tell me wether you can get frame by frame playback of video you have taken with the Htc Inspire,then use a frame as a picture like you can with a flip video?

Yes, VidTrim Pro video editor can show the frames and can save frames as pictures.

I think, it is a feature of the Pro.
As I remember, the app's market info so says.
