Hi and welcome to android forums.
This shouldn't be too hard to get working again.
What you're going to need to do is go to your settings menu and select applications (sometimes called 'apps' or 'app manager' depending on the device) once in the applications menu you need to swype the screen from right to left. (<-----) until you get to the 'all' tab.
Once you are at the all tab you need to scroll down to Google play store and select it.
You will then see a couple options ('force close', 'clear data' & 'clear cache').
You want to select 'clear data' followed by 'yes' (don't worry about the warning about deleting things, you won't lose anything important)
Next, select force close.
Now press the back button and look for 'Google services framework' and repeat the steps you did for Google play store.
Once this is done reboot the device (this step may not be necessary, but I do it anyways).
Once its fully reboots try opening the play store again. It should ask you to accept the term and conditions again and should work correctly after that.
