Like the title says I bought a used huawei mate 9 from craigslist. The seller stated that he couldn't get it turned on so it was sold as is. I do know he let it sit uncharged for a few months and from previous experience that means the battery couldn't charge without a "jumpstart". I had someone test it out at a store called UbreakIfix and the DC charger didn't start up the charging process. The gentleman said that the power management IC chip was probably bad. Does anyone know if it could be the IC chip or if the charging port is bad (the cable isnt loose or anything) and what would be the symptoms for either case. Thanks in advance.

Try to use a powerful charger and a Short, Fat charging cable. If it's just the battery it will wake up next morning. My old tablet usually takes a couple of hours before the screen lights up with the battery icon.

It's very difficult to revive a deeply discharged Lipo battery.

Anyways, even if the hardware goes bad, you still can have the battery or even the charging port replaced.

Just going by your description of that phone's history it sounds like there's a good possibility that the battery has failed. Batteryuniversity.com has some good articles on this topic:

If you think replacing the battery would be a worthwhile venture, ifixit.com has a nice, step-by-step guide:
