Ensure that your file manager is in /data/app and that it is properly installed. If okay, check to make sure you don't have it "hidden" in your app drawer (a launcher function) or "disabled" (check: Settings > Manage apps > All).
If you are still having access problems after all this, it probably isn't worth persuing further. Just download one of the file manager apps from Play Store - ES File Explorer and X-plore File Manager are both excellent.
