Yes there is but you have to set it up before you loose the phone! Have you tried calling it?

Various apps do this including lookout and seekdroid

Try androidlost.com in Google play. It allows you to push the app to your phone even after its stolen. Check out its wicked features like pix of thief on front camera, record them talking and stuff like that.
