I Can't Send A Picture/Receive Pictures.

On My LG-AS730,I can't send or receive pictures.My carrier is Revol and I don't know what to do.I restarted the phone,removed the Micro Card/Then put it back it,restarted my houses' wifi,etc.I really need help.
