Viber works using data, not voice calls. You need a phone that can multitask. My daughter and I use it for texting as she lives in the UK. She set up her husband's phone so they could video chat while she visited us in the States. (I keep a line for her on my plan and she has a US phone)
I can use a Viber account on a wifi only iPad. at least for text. I don't do video calls. They would still want a phone number to know where to bill if you used all the services. Some do use Viber for all the calling - more common in other places besides US.
Possibly your particular carrier network and phone can't do simultaneous calls and data. So if you're making or receiving a phone call, Viber loses internet access.
Is it a CDMA network like Verizon or Sprint or something? Check if you have VoLTE (Voice over LTE) enabled or not.
