I don't want an entire OS to run on my phone...

Device name: Samsung Galaxy GT-S7392
Android Version: Jellybean 4.1.2
Root status: Rooted
Screen status: I dropped the phone and cracked the screen, but it still works...
New decision: I want to use my phone as an IP camera
-- It will first connect to my router (or turn on hotspot if I click a button)
-- Display the camera video link on it's screen
--Once a device connects to the video link, it will turn off the screen to save power

But: I don't think I will need a whole OS just to do this, right? If I make something that immediately starts the IP camera, as soon as I power it on, without any background processes or Google apps and other things that will not be required by the IP camera function then I can save a lot of battery and boot time. So, is it possible? If yes, then How?
