Some carriers and manufactures inclued applications that are preinstalled onto your device. This is lovingly called bloatware. These preinstalled applications cannot be removed by normal methods.
The only way to remove bloatware is to root your device (which will void your waranty). This will allow you to install applications to remove bloatware.
It appears that Vlingo might be a bloatware application.
