I have an idea for an app and any help is formidable!

Hey my name is Viveack, and my email is**mod removed email**. I am prepared to spend money and make an app which will focus on one unique ethnicity. I forecast that the app will have a purpose and the downloads should be fluent enough to make some sort of passive income. However to develop this app, im sort of in a rough patch. If you are a developer and developing apps is your hobby, i am willing to pay (obviously not a ridiculous price :P after all i am still in university) to help or partner with me on this app.
