I have unlocked my bootloader on my XT1607 (Harpia) Moto g 4th non-Amazon variant and it says "Software Status Official" Status code 3. but I cannot restore even with the RSDLITE, it will just keep on rebooting and keeps on saying that "YOUR BOOTLOADER HAS BEEN UNLOCKED". and I can get into fastboot mode and I cannot access the recovery even if I flashed the stock or the custom recovery it will just boot back in to fastboot

Have you thought about downloading the Motorola Repair Tool Software Program to restore your phone back to it's factory default.
