I need an Out of state call blocker.

I have a local painting business in San Diego, and because my phone number is on the internet, I can get up to twelve spam calls from all over the country every day. I need a call blocker that can block all calls from out of state, or better yet, one where I can enter the area codes to let through while blocking all the others. It would have to send them to voicemail in case it is from someone moving in to the area.

Block specific phone numbers known to be SPAM instead? (Greatly reduce the number of SPAM calls and still allow the new customer from that area to reach you.)

You say it's mostly spam calls, because your number is on the interwebs. I wonder if there's any third-party apps that do social blacklisting of unwanted numbers, that have been marked as spam by other people. Because Oppo has it on their phones, and is quite effective. The orange tag means it's been already marked as unwanted, and so I didn't answer it. And can set the phone to auto-reject marked numbers as well.

Call Control by Kedlin should be be able to handle the OPs needs and it does social blacklisting of spam numbers.
 
I would be a little hesitant about blindly blocking out of state numbers... I know a lot of folks nearby who have held on to their cellphone numbers even after changing states just because it's easier. The days of long distance charges are pretty much gone, so there's not really a real need for a local number.

I think @Thom's approach to block known spammers rather than everything out of state might be a better solution - particularly for a business.
 
I use Truecaller - Caller ID & Block https://play.google.com/store/apps/details?id=com.truecaller Works great, will not only show who is calling you (in my case most of the callers are identified), and can also block unwanted call, you can also report it as a spam. When receiving a call from a number that was reported as a spam by other people, you will see the highlighted notice as well as a number of reports, so you can permanently block that number. I also use Truemessanger https://play.google.com/store/apps/details?id=com.truecaller.messenger. Both apps are free and work as described, Love them.

Um... there an option depending which android compatible device you own.
There is a call setting which allows you block a specific number.
Text/Call.
If you google search these things.
You would know.
