I need help regarding HTC ONE V and HTC EXPLORER ?? HELP PLEASEEE

Hello there, im new here so im not sure if im posting in the right place but kindly please guide me and answer my two questions

Regarding HTC Explorer : the android market in my phone wont launch and wont open. i needed to update few off my apps and when i tried to launch the market it would pop up a message " An error has occured please try again later ". bcuz of this im facing a lot of problem. please tell me the solution

Regarding HTC ONE V : This is by far the biggest problem im facing and i need a solution to this ASAP. the phone switches on and then switches off the next instant. uptil now it switches on and off then on again and then off. the phone wont either shut down nor would it remain on. thus im unable to use it . soo please help.
