I need help with business apps

Hopeing to find some help solving some business issues. My plan is to purchase a tablet compatable with a Droid Thunderbolt or Droid Razr so we can document daily site visits to construction sites. By using a handwriting app (which one????) on a tablet (which one????) connected thru the hot spot application on either phone, the notes can be emailed to the office to be synced to a daily/weekly report. Trying to manupliate the information to provide list of completed items, change orders, hot issues etc. Willing to consider anything including changing the phone as a place to start. Any suggestions.
