Root i need help with htc one v

sounds like you have no rom installed. (could be other issues but check this first) or you installed something that changed how the device boots. do a full wipe. cache,dalvik cache,factory reset and system. reinstall rom of your choice including fastboot flashing the roms boot.img.
 
in recovery,if you cant access your recovery then you can try reflashing a new recovery using the same method that you used to install clockwork mod or twrp recovery.
 
you should still be able to access hboot and start your recovery program by holding down power button until device turns off then press and hold power button and down volume until hboot loads. with your device looping the htc screen youll need to press power and vol. down right after phone turns off or it will just loop again. so be quick on the button pressing lol
