Welcome to Android Forums @birrd . I moved your thread here for best assistance. Unless the icon is something familiar to our members, I'm afraid we won't be able to assist you. There are near countless icons and far too many to be schooled on more than the most common. Your best avenue is to ask the party that shared the icon with you.

Yep, apps can be very region-specific, too. Depending on your country and cell provider, these may be perfectly harmless apps. With millions of icons out there, it's impossible for anyone to know them all. As @olbriar said, ask the person who installed the app.
