Thanks to your recommendations, I downloaded some cursors from that open source for PCs and extracted them with 7Zip. The only problem is I don't know how to use them. I was hoping they would automatically show up in the control panel under personalization, but no such luck. How do I get this Dell Inspiron to recognize them and treat them right?

I think you got a little lost as this is an Android Forum not a Windows forum.
Although the answer to your question is depending on the type of cursor files you got. I use some jpg files for my cursors. I just got to Control Panel>Mouse>Pointers>Scheme>None>Change the pointers individually using browse>Save theme>Apply.
