Help Icon won't continue charging unless usb unplugged and replugged

Weird problem with my old icon I used for a music player. I leave it plugged in to a USB charger. After it charges, it stops accepting current from USB until I disconnect and reconnect it. Consequently it runs out of battery even though it is constantly plugged in.

Any ideas?
