Sounds like you are talking about the notification area of status bar. If the icons don't clear away when you clear notifications is more than likely due to an app running on your phone. Some apps will place persistent icons on the notification bar to let you know they are running. Just determine which app is displaying the icon and check it's settings to see if the persistent notification can be turned off.
