ICS / 4.0's options to choke out apps

I seem to recall in the ICS demo back at the top of the year google showing ICS's functionality that either allowed a user to deny an app access to bandwidth and/or stop the app from being allowed to launch from bootup on. I remember thinking this was an answer to carrier installed bloatware. I enjoy denying permissions to apps in my CM install on my current phone, but I'm going to replace it (a CDMA hero) with a Sprint SG3 soon.

Assuming I didn't just make that all up in my head... I've since not heard any mention of such functionality. So my questions for those who keep abreast of such things-

Is that functionality in >=ICS? Is it the app itself or the bandwidth?
Has anyone seen if it's still available in the Sprint SG3 or any US carrier's SG3?
How do you get to it? (Manage>Settings>Applications>?)

Does anyone recall last fall when Sprint promised to migrate to offering "no bloatware" devices? Must have been dreaming that one too...
