ICS and soft key buttons?

With all this talk about the Razr getting ICS, which is now confirmed, one thing still doesn't make sense. ICS has on screen buttons but the Razr has soft keys? Will it really have two sets of buttons or do you think they will make a special version for it that doesn't have the on screen?

If I were on the ICS development team I'd have a configuration setting hidden somewhere that allows the OS to toggle between physical and virtual buttons. This gives the OS flexibility across multiple hardware offerings...

There is as a link somewhere in Phandroid showing a device other than Nexus with ICS and the buttons appear to be missing and only using the capacitive buttons (no double bubble).
