Apps Identifying Jitter-Related Jank

Hi,
I'm reading the page of Identifying Jitter-Related Jank and confused about increasing CONFIG_HZ.
In "Threads that run too long" section, G claims it's good to increase CONFIG_HZ and sets CONFIG_HZ to 300 for Nexus. However, why is the final value 300 instead of 1000?

Isn't he saying that 300 is the default value for Nexus devices?

Yes, not saying 300 is the default value for Nexus devise. Besides, I think they will adjust in the future.
However, why setting 300 instead of 1000 is my question. >''< Isn't higher HZ better?

Higher clock speed sounds better for performance, but may not speed the system up. The value of 300 will have been settled on through testing and observation. A higher value may also cause increased power consumption.
