If CPU support Qualcom Quick Charge 3.0 , does the phone also has it?

Alright the example is with Snapdragon 435. Redmi 4x has such CPU but the company says it support Fast charge 2.0.

So I want to know can I use a quick 3.0 charger?

If the answer is yes,

In order to enable Quick charge 3.0 is there required additional hardware support except CPU or just software update?

It's not necessarily just the CPU that determines if a phone supports Qualcomm's Quick Charge technology, the phone's battery charging circuitry and the external charger being used are also part of the mix. I could be wrong but while the Redmi 4X does have that Snapdragon 435 CPU, it doesn't have Quick Charge capability.
