I've used FoxFi/PdaNet for years and can't believe my Verizon S6 suddenly blocked the ability to use it. Will an unlocked S8 allow FoxFi tethering on Verizon?

Yes, but you have to go inside your unlock app..there should be a feature call "unlock hotspot".
