IMEI Conundrum

Wondering if I can have some input on this matter :

My mom's Galaxy Attain on MetroPCS went into a boot loop from one day to another. I've tried doing some research but it seems like it is permanently bricked.

I purchased another Attain from the 'bay, & when it arrived, it had a bad IMEI # & could not be activated.

My question, in this situation, is it still wrong/illegal to copy over the IMEI number from the bricked to the bad IMEI phone ?

Not possible to transfer numbers. Contact the seller for a refund. If they refuse eBay should be willing to help.
