Imperium Calactiga 2 - increasing workers?

I just started it and faced a problem to get workers enough. Tried to build several large houses, food factories but I really dont see that anything happens and Im always in a situation that I dont have enough workers. What exactly I should do to increase population/workers?

Have IG2 on the tablet but I haven't really gotten around to actually playing it. I did however play it quite a lot on the PC ages ago (that's why I bought it on Android as well). I seem to recall that you can reduce taxes, either for all colonies at the same time or just for an individual colony. The thing to do is to set the taxes of (new) colonies you want to grow rapidly to zero and get your income from the taxes on the other (developed) colonies. That's the way I did this in the PC version anyway.

Well, the problem is that the population doesnt grow enough or at all and hence i dont have workers.. im doing something wrong... havent played it for some time...
