Apps Incomming call plays audio file for the caller

I am thinking building a simple app that plays an audio file
when i accept a call. It's not a ringtone but the file should played for the caller.
Saying something like: "This X-company, how may I be of your assistance?".

However, i wonder it is possible to build something like this?
