Hello. I seen that computer display refresh rate can be increased at cost of resolution. Is same possible with phones? Most phones still use 60hz displays but that is not enough. Since these days phones come with ridiculously large resolutions up to 4K I would be happy with 720p but with high refresh rate such as 120-240hz. There is course Razer phone with 120hz refresh rate. But I would prefer other phones with Android OS.

If the phone panel does not support 120Hz refresh then reducing resolution will not change that.
Some phones which support high refresh rates will allow you to select a lower rate in order to save power. But unless the phone supports a higher refresh rate out of the box there's nothing you can do to increase it.

If your phone's Settings >> Display menu doesn't have a lot of options to change the resolution, that could be an indicator that particular model might have a hardware limitation regarding the integral video chip/GPU. Or it could be a software issue where the manufacturer of the phone or the video chip just doesn't opt to provide a lot of user-alterable controls due to all the user interface issues that result in changing things like resolution on-the-fly. Don't forget that with PCs there's a big difference between the old, dated CRT refresh and resolution issues (analog) and newer, current LCD and LED displays (digital). Also, while a PC can have bulky heat sinks and heat dispersion devices (fans, water-coolers, etc.) to keep a video chip from cooking itself to failure, with smartphones they're essentially sealed units -- tiny openings for the microphone, charging port, maybe a headphone port, with waterproofed phones even those openings have rubber or silicone seals and gaskets; plus there's very, very tight tolerances so any air gaps are minimal (no moving air, nor any fans) at best so any heat dispersion is done mostly by conduction.
Anyway, you might be able to tweak the resolution using a 'Smallest width' option (accessible depending on the model of phone) in the Developer's Mode menu, specific directions here:
