Help Indian Android version on general release

I briefly read an article concerning the above; I cannot remember the version name. The article indicated that it would require much less memory for the operating system and was therefore very suitable for older phones with less memory i.e. mine. I continually have memory problems using 4.2.2. I have following questions

1. What is the version name and numbering
2. Where can I obtain a copy
3. Will I be able to replace 4.2.2 on my phone
4. If yes to 3 some guidance on how to do it would be appreciated.

It would come with your new phone, pre-installed...
you can't use it on your existing phone
 
Android is tailored to the device it's installed so you can't install a generic build on your device. The manufacturer (or an experienced developer) would need to build it specifically for your device.
