I have seen a few suggested solutions to this problem.
The first being to remove the Google account associated with the play store and then add it back. You can remove it by going into settings then scrolling to the accounts section, selecting the Google account and selecting 'remove account'
The second suggestion I have seen was to try a different WiFi access point (if using WiFi).
The third (and seemingly most successful) suggestion is to wipe the dalvik cache.
-Unfortunately it you must be rooted to do so. If you are not rooted the only way to accomplish this would be by performing a factory reset. (Which will delete all of your downloaded apps and user data)
