INSTAGRAM'S 60 SEC VID. NOT WORKING!?

So recently instagram has allowed 60 second video for their users. But a small group i've noticed still is only able to post 15 second videos. What is the deal here? If you have any knowledge of this subject please share. I have been updating my instagram constantly but still no 60 second videos! What gives?
