Install Downloads on Tab 2S

You mean S2? Use a file manager on the S2 to make a new file folder in the internal memory or external memory. Hook up the S2 to a a Windows computer with a micro USB and normal USB end. Open the S2 memory from the computer and transfer your files from the computer to the new file folder of the S2.
 
Wait. What? What exactly are you trying to do here?
Apk files? Just open file explorer on the S2, navigate to downloads, then click on the apk file....
