Help i am running Ubuntu 12.04 and Windows 7 64 bit system, how can i fix the problem of no space? Can I install Ubuntu again and reformat the partition size? Help Please.

Your question is way too vague. We need a lot more detail about your drives and partition sizes. In a general sense:

If you have unused space on your drive you can boot your system using a live Ubuntu CD. Then use Gparted to resize your partitions. You do not want to resize your windows partition this way if possible.

If you do not have unused space, you should boot into Windows, use the partition editor and shrink your windows partition as much as possible. Then follow the instructions above.

Ordering a live CD I guess then I have 250 for windows, 12 gigs for ubuntu and the reserve I can't remember.

Your best bet is to boot into Windows and type partition in the start menu input box. Then use the partition manager to shrink your partition as much as it will allow. Then use the live CD and enlarge your Ubuntu partition to take up the unused space.

Your other option is to simply use the 12 G for the Ubuntu OS (12G should be plenty) and save all of your files and data in your Windows partition. You can create symlinks in your Ubuntu home directory that point to where you store your files in the Windows partition. Go to lowfatlinux.com to read about symlinks.

Thanks to this thread I decided to reinstall Ubuntu on a partition, like Win8 I am not sure I gave Ubuntu a real chance.

As a newbie it takes some patience and googling to get it set up like you like, but once you get it figured out you will love it and will learn a ton along the way. I really recommend you read lowfatLinux.com from start to finish. Also join the Ubuntu forum. People are really helpful there.

Thank you for the advice...
