Installing Apps via USB from Windows 7, 64 bit PC--- advice needed

The phone is an HTC hero, that is just used as a PDA and MP3 player. We don't have a voice/data plan on it (our basic phones are all we need).


I've read a little that you can download apps onto the Android OS via the USB cable. I "could" use the Wi-Fi but we do not have Wi-Fi at home, so the USB is the most useful for us if it can be done.


So here are my questions:

1) What is the simplest way to pull this off?

2) Where do you recommend I look for apps (basic stuff like calendars, notepads, etc) that DO NOT require you to have a voice/data account (ie, a phone number)?



I am a complete noob at smartphones, so any advice is appreciated.
 
Hi I develop quite a lot of Android app that DO NOT require data. Reason being I feel there is a small group of Android users that are neglected or overlooked by Android developers. Of cuz for certain free and pay apps, a data connection is mandatory to do advertisement and to read the latest data from some websites.
 
Most apps dont really need data, some just needs data for syncing to online servers as an option, but you can use a lot of apps without data. Your problem would now be how to download apps without an internet connection on your phone.
