Thanks for your reply I really appreciate it but I cant even download Storage Truth, its telling me the same error.
I understand - I just thought that the later posts would be helpful as well.

Try clearing your cache partition from recovery. Steps vary depending on phone model.

Then you're limited by the space available in the /data partition, as the thread explains. Storage for media and your SD card don't apply to app storage.

All apps you install or update, and all app private data, goes into /data.

I checked the /data partition by using Root Explorer and its telling me that the used space is 1.2 GB and free space is 3.0 GB.

Please say up front when you're rooted, it saves a lot of time.

Check your storage from an adb shell, or any Terminal Emulator attached to any root app you may have already installed, and say -

df

Please post the results.

Have you installed ANY root storage mods for using your SD card or internal storage in any non-stock way?

My phone is already rooted, I only got Root Explorer and Lucky Patcher on my phone as I uninstalled most of my apps cause of this problem, I pressed on the storage tab in Root Explorer and its saying 2.86Gb free. No I didn't install any storage mods.

None of which addresses using an adb shell.

Sorry I couldn't be of more help.

Try clearing Dalvik and fixing permissions from recovery.

If you can't fix permissions from recovery, try to install "Fix Permissions"

https://play.google.com/store/apps/details?id=com.stericson.permissionfix

Lose Lucky Patcher, why do you think you need it?
Sorry for being late, I wiped the dalvik cache and fixed permissions. I did them both from the recovery ( I couldn't install Fix Permissions). I uninstalled Lucky Patcher too. The error is still showing up everytime I install anything.

Clear data for Play Store, Play Services, and Google Play Framework.

If that fails, uninstall Play Store updates.

If that fails, factory data reset.

If that fails, clean flash your rom again.

I did the first two steps but failed, before I do a factory reset, Is there a way that I can backup my game progress?
