Insurance apps, 30% fee, and user permissions.

I work for an insurance company that is interested in developing an app for our users. We were just wanting to know two things before we get started:
1. If we sell insurance plans directly through the app, would that incur Googles 30% cut for in-app purchases, or would that particular type of product be able to avoid that fee?
2. We were thinking of using app permissions to be able to completely auto-fill their application form with the information that's currently on their phone so they don't have to mess with it and the process is as quick and easy as we can make it. Like have the app find their personal data on their phone to fill out the form. Is that something that can be done with certain app permissions?

I could not answer with any certainty but if so , perhaps a work around may be to provide a link in the app to your web page. Maybe
