Internal sd card problem on Android 2.2

I have Flytouch 3 Android 2.2 tablet but I think the problem is more general.

My internal card has been locked so some applications have no access.
1. I cannot use dictionaries in Cool Reader and ZO REader programs.
2. I cannot delete files (photos, pdf, etc...)
3. Fora dictionary closes at the beginning.
