Root [International Tegra 3] HTC ONE X Flash Recovery.img "Failed" Not Allowed

I am trying to revert to stock RUU. Ive used this same process before and it worked.

Running android Version 4.2.2 The lat time I did it and it worked was on the previous android version.

downloaded latest version oh HTC Sync manager and drivers.

Downloaded FASTBOOT files
Downloaded RECOVERY.IMG file

Connect phone in Fastboot mode (held power and volume down button for 10 seconds and then select fastboot using power button. Then connect usb)

Selected fastboot folder using CMD

Cleared cache (fastboot clear cache)

when I run (fastboot flash recovery recovery.img) command I get the following message:

sending 'recovery' <5790 KB>...
OKAY { 0.811s }
writing 'recovery'...
FAILED <remote: not allowed>
Finished. total time: 1.014s

I have downloaded recovery.img files from 2 places but still get the same message. Does anyone no what the problem could be.

You shouldn't need to flash the stock recovery if you want to run an RUU. As long as the bootloader is relocked and the RUU you're running is of an equal or greater value than your current software version, you should be set.

I hope you know what you are doing, the following information will solve your problem, you need to UNlock your bootloader before anything else, otherwise you cant access the phone and do any software repair.
to unlock your bootloader follow this link: https://www.htcdev.com/
then click on UNlock bootloader, you need to register first.

Remote Not allowed message because of the Locked bootloader anyways.
It should work if he is using t he right RUU though.
