When you say "if you could come out with one" who are you addressing (or who do you think you are addressing)? Just checking that you do know that this is a discussion forum for Android users, not something else.
You are asking for pretty extensive theming here: at the minimum Substratum (if you are running Android 8) + an icon pack, and a lot of work from someone who is into that stuff. And of course apps like the dialer depend on what phone you are using, so a generic theme won't do that. My point is that if there is anyone here who does that type of thing, and thinks this project is worth the effort, it will still depend on your phone and OS version what is possible, if anything. And only you know what those are.
