Android itself is Open Source, you can obtain the source code and compile it to use for your own purposes. However, a lot of software (apps) and services may or may not also be Open Source. Also a lot of drivers and necessary libraries, background items required to interact with various hardware, may or may not be Open Source. A typical Android phone may have the Android OS running in the background, but there's a lot things running in the foreground, Google based services being a good example, that are proprietary. Amazon's Fire OS is another instance where there's the Open Source Android operating system running in the background, but in the foreground everything is Amazon's proprietary custom interface.
So if you want to run Android itself, it's possible but you're going to need to invest a lot of time and effort into making into a usable operating system. Choose your hardware very carefully and make sure your IT department is fully behind something like this as it's not a trivial task.
If you want to Open Source your home or office laptop, you'll find it to be a lot less hassle to use a Linux distro.
Or something like a ChromeBook might be a solution too but note that the Chrome OS is proprietary. If Open Source is a priority, your IT dept. could change the Chrome OS to the Open Source Chromium OS, but note there are a number of limitations involved:
