is it possible that snapdragon 700 chips will be used on 2019 budget phones?

so i just read the news that qualcomm will create their new snapdragon 700 series, the first two is 710 and 730 and the 710 phones will appear on 1Q of 2019. so im thinking of saving my money for next year, i wonder if its possible the 710 chips will also used on 300 dollars phones? personally when i look at specs its seems its impossible to used on 300 dollars phone even for cheap brands like Xiaomi, maybe 380 dollars is the cheapest but i still hope it can be cheap as 300 dollar. what do you think? https://www.techspot.com/news/74557-leaked-snapdragon-700-series-specs-show-26-core.html

I tend to doubt that any manufacturer will be putting cutting edge processors into any budget-class phone. From a marketing stand-point it certainly would be notable as a stand-out model to attract customers but as far as financially, each unit made would be at loss. Unfortunately like most things in today's world, innovation is a factor but only when there's profit involved.
