Is it possible to make this app?

Hello! I was thinking about an app, but I have no idea if it's possible to not, maybe someone would help me. The app needs to run in background, and to record fragments of a conversation (not all. like, 5 seconds of a conversation). I think it's technically possible, but I wanted to see if it's allowed or now. Of course, the agreement will clearly say that's what the app will do, and it will clearly say so in the description. Thank you for your time in reading this and I hope somebody will try to answer this question. Thanks in advance.
 
Are you talking about recording just phone calls or just random slices of audio? What for?

It might be possible to do something with tasker depending on what it is you want.
 
Recording phone calls, but not entire phone calls, just 5-10 seconds of it. Well, I guess it would not be a problem if an entire phone call would be recorded, but for the purpose of the app, 5-10 seconds would be enough. But I'm worried that this may be illegal if the other person has no idea that the conversation was recorded (maybe it could be a warning at the beginning of the conversation or something). And the app would need to run in the background.

It would depend on the laws of the particular jurisdiction. My state (PA) is a one party state, where only one party needs to know the conversation is being recorded to make it legal. However, even if the call originated here, if I were calling into, or receiving a call from a two-party state, both (all, in the case of conference calls) would have to be notified. That's why most phone systems that record calls, announce that "this call may be recorded for quality assurance purposes." Otherwise you'd have to have some way of determining the laws of both end of the conversation and apply logic to determine if a disclaimer is necessary prior to recording. And, if that was part of the app, it would need to maintain regular updates in case the laws changed.

Now, if you are calling internationally ... you get the point.
 
Yes, thank you, I understand now. So the app will need to say a message at the beginning of the conversation, like call centers.
